Force participated in the Texas Military Preparedness Commission
quarterly meeting in Austin on August 19. Governor Perry made a
presentation to the TMPC on the positive attitude of Texas to the
military. Work has been completed on the Texas Strategic Plan which
will published shortly at the web site below. This version will have an
enhanced section on Ellington Field, which has been recognized at the
18th major military installation in the state. Our major Coast Guard
commands have been added to the strategic plan.

CALL FOR VOLUNTEERS
The Harris County Director of Homeland Security is requesting volunteers
to participate in an exercise on September 8 and 9 to test the plan for
the distribution of strategic stockpiles to mitigate the effects of a
biochem attack. Volunteers will act as "victims" to help train

LEGAL ASSISTANCE FOR DEPLOYED PERSONNEL
The USO has worked out an arrangement with
the Law Firm of Akin Gump Strauss Hauer and Feld LLP to provide legal
assistance at no cost to the families of military personnel who have
been deployed to Iraq and Afghanistan. Christopher M. Odell, an
attorney with this firm is volunteering his services to those families
as well as providing legal services to veterans of Operation Iraq
Freedom and their families..Christopher Odell and the USO agree that
many National Guard and reserve families clearly are faced with
financial issues as a result of budgets previously based on a civilian
salary.
Christopher Odell will be handling the legal assistance during the
inception of this program. As it progresses, based on the volume of
requests for assistance, more attorneys from the firm may also become
involved.

Modularization in the Army
The speaker is Major General Thurman, USA, Commanding General 4th
Infantry Division who will speak on Modularization in the Army.

are designed to deploy/employ as independent units in support of joint
forces. Used in combat as modular forces, these units are capable of

rapidly deployable and enable the Army to support all of its
strategic commitments.

BOOK SIGNING AND SEMINAR ON BATTLE OF IA DRANG - October 22-23
The Ia Drang seminar is Saturday Oct 23 at MEDVAMC Gymnasium.
The name for the seminar is "We Were Soldiers Once - And Young" and
features a book signing by UPI reporter Joe Galloway, Lt. Gen. Hal Moore
and victors of the Ia Drang battles.
Joe Galloway, co-author of "We Were Soldiers Once...and Young," will be
at the MEDVAMC for book signing on Friday, October 22, 2004 in
the main lobby and Saturday, October 23, 2004 in the gymnasium. The book
recounts that on November 14, 1965, the 1st Battalion of the 7th
Cavalry, commanded by Lt. Col. Harold G. Moore (co-author) and
accompanied by UPI reporter Galloway, helicoptered into Vietnam's remote
Ia Drang Valley and found itself surrounded by a numerically superior
force of North Vietnamese regulars. The book will also be available for
purchase.
Several JROTC units will participate in this educational seminar and
barbeque will be provided for them.
Funds are needed to put on the seminar and donations would be greatly
appreciated. Expenses include the cost of feeding the students, flight
for Joe Galloway, and donations to the various JROTC units, among
others. Donations of barbeque and soft drinks are needed.

Wall" at Sylvan Beach Park in La Porte. The Moving Wall represents

Veteran's Memorial Wall in Washington, DC.

FLEET RESERVE ASSOCIATION 2004-2005
AMERICANISM ESSAY CONTEST - December 1
The Fleet Reserve Association's National
Committee on Americanism-Patriotism has chosen "What Freedom of Speech
Means to Me" as its theme for the FRA 2004-2005 Americanism Essay
Contest. This year's awards include a Grand National Prize of a $15,000
U.S. Savings Bond, with $5,000, $3,000 and $2,000 Savings Bonds awarded
to the first, second and third place winners in each grade category.
All regional winners will be judged at the national level and will
receive a certificate of recognition. Other prizes are awarded at the
Branch and Regional levels. The Fleet Reserve Association awards go to
this country's greatest asset, our children.
FRA's Essay Contest is open to all students in grades 7 through 12
(including those who are home schooled) and is not restricted to
children of members of the FRA or Ladies Auxiliary. However, each
entrant must be sponsored by an FRA member in good standing or by a
currently chartered Branch or Unit. Space City Branch 159 of the FRA is
located in Pasadena, Texas.
Local judging will be done in December 2004 and First place essays for
each grade level will be forwarded for regional judging. Regional
judging will be done in February 2005. First place essays from each
grade level in the region will be forwarded to the National Chairman at
FRA in Alexandria, VA. National winners will be announced in May 2005.

Bay Area Houston Economic Development has established an Ellington
Field Task Force (EFTF) with a mission to "Retain and Grow
military assets at Ellington Field with reference to the Base
Realignment and Closure Process for 2005 (BRAC 2005)."
Bay Area Houston and Ellington Field can lose the 147th Fighter Wing /
Air National Guard UNLESS our Ellington Field Task Force develops,
performs and engages key elected officials in an effective and active
BAH EFTF plan. All other military-based communities across the U.S.,
including Texas and Louisiana, have long ago engaged strong, very active
BRAC 2005 community strategies and efforts, engaging elected officials,
community groups, business leaders and industry lobbyists in active
lobbying of federal officials and military/homeland security committees
in Washington, DC and state officials/committees in Austin. At least
four communities include in their mission and strategic message – the
relocation of the 147th Fighter Wing to their locations.
On February 25, the Ellington Field Task Force put out the plan

ELLINGTON FIELD TASK FORCE VISITS NAS JOINT RESERVE BASE FORT WORTH
ELLINGTON FIELD JOINT RESERVE BASE REGIONAL COMMUNITY MEETING
ANNOUNCEMENT BY SENATOR HUTCHISON ON ELLINGTON FIELD JOINT RESERVE BASE
ELLINGTON FIELD TASK FORCE TRIP TO
WASHINGTON DC
The Ellington Field Task Force Grassroots Delegation comprised of
concerned EFTF-based citizens visited Washington D.C. federal officials
the first week in May. The delegates delivered the “Ellington Field
Joint Reserve Base – Southeast Texas Gulf Coast Community-Military
Preparedness Plan” and its National Security-based mission and messages
to those federal officials who are key to decisions in administrative
policy and legislation for the Department of Defense and Homeland
Security. EFTF plans related to Homeland Security, Ellington Field Joint
Reserve Base, and Joint Military Value messages formed the core of the
EFTF Grassroots messages. EFTF-related “legislative actions” were
presented and recommended to the officials. A critical “National
Security” message was clearly illustrated as the vital motivation for
interest and support by each of the key federal officials regardless of
the state or region they represent.
Visits were made to the Texas Congressional delegation as well as others
who are in committees of interest. The trip also included visits to the
Pentagon and the Department of Homeland Security.
The delegation received positive responses from all who were contacted.
ELLINGTON FIELD TASK FORCE MEETING
The Task Force had a briefing on Tuesday July 13 to discuss the status
of move of the Army, Navy, and Marine Corps reserve units on Old Spanish
Trail to Ellington Field Joint Reserve Base. The Task Force was briefed
on the EFTF visit to DC in May which is described latter in this email
and another visit in June. The June visit included contact with the
Houston congressional delegation, the Select Subcommittee on Homeland
Security, LtGen Daniel James (Director of the Air National Guard), and
VADM Norbett Ryan (President of Military Officers Assn of America).

Subcommittee on Port Security held a public hearing in Houston on
Wednesday. The Hearing heard from three panels. The first was federal
agencies, the second was from Industry, and the third was the Ellington
Field Task Force.
Mr. John Martinec, the Director of the Task Force, and Commander Gene
Tulich, the Deputy Director of the Task Force provided testimony to the
Subcommittee on the current status of the Ellington Field Joint Reserve
Base especially with regard to the move of the 75th Division (Training
Support) and the Navy/Marine Corps Reserve Centers from Old Spanish
Trail to Ellington Field Joint Reserve Base. Since the Hearing was
related to Port Security, the Task Force members spoke to the potential
of establishing a Department of Homeland Security at Ellington Field to
consolidate the various Homeland Security Agencies which are currently
spread out over several federal and commercial facilities.

State-Federal Relations.

The branches of the Armed Forces, the American Red Cross, the USO, the
Veterans Administration, the office of Congressman Chris Bell, and the
Houston Military Affairs Committee, among others have organized a
combined family support program to serve the needs of the Houston
military community.
The Houston Area Inter-Service Family Assistance Committee will
support active duty families, as well as reservists. The latter group
have additional needs as they transition from civilian life to active
military due to pay differences, residences remote from military
facilities, etc. The committee will work with the Texas InterService
Family Assistance Committee.
The purposes of the committee are to promote military family programs;
coordinate activities, share ideas and resources, serve as a
clearinghouse, enhance communication, and expedite the flow of
information in an attempt to assist military families in the Houston
area; as well as promote the military and its contributions to the city,
state and country in the greater Houston area.

VA seeks former POWs for Possible Benefit Awards. The VA is
asking former POWs not currently using VA benefits to contact VA by

of Veterans Affairs has made it
easier for the public to get answers about family history, old war
buddies or famous war heroes. The agency has put on the web 3.2 million
records for veterans buried at 120 national cemeteries since the Civil
War.
The nationwide grave locator contains more than three million records of
veterans and dependents buried in Department of Veteran Affairs (VA) 120
cemeteries since the Civil War. It also contains some records of
burials in state veterans' cemeteries and burials in Arlington National
Cemetery from 1999 to present. The web site query displays the same
detailed information visitors find on kiosks or

GSA Works with Service-Disabled Veteran-Owned Small Business.
GSA is working with service-disabled veteran-owned small businesses
(SDVOSBs) and federal agencies to increase SDVOSB contracting volume
with the government. This effort is enhanced by a change to the law
that allows agencies to set aside certain contracts or sole-source them
to SDVOSBs.
GSA's small business support contacts, located across the country, will
reach out to SDVOSBs. Training will be offered on how to become a
contractor on GSA's Federal Supply Schedules and how
to sell to the $280 bullion federal marketplace.
Meanwhile, GSA is partnering with other agencies to ensure that
contracting officers across the federal government are aware of the GSA
procurement vehicles that include SDVOSBs. GSA is identifying this
business classification on the services and products it offers on
GSAAdvantage!, its online ordering system. A list of GSA Schedule
SDVOSB contractors is also available. Contracting offices can use this
information to help reach the goal, set by Congress, of awarding three
percent of government spending to this special segment of business
owners.
Contracting Process Moves Forward for New VA Outpatient Clinics in
Lufkin and Galveston Officials at MEDVAMC received approval to begin the contracting
processfor a new leased building for the Lufkin VA Outpatient Clinic.
Bid solicitation for construction will begin in the near future, with
the goal of moving the current clinic into a new building in 2006.
MEDVAMC contracting officials are currently evaluating proposals from
several health care organizations to provide primary care services for
veterans in the Galveston area. The goal is to award the contract as
quickly as possible and open a new VA outpatient clinic in Galveston
later this year.
In the Houston area, the plan includes new outpatient clinics in the
vicinities of Galveston, Conroe, Tomball, Katy, Richmond, and Lake
Jackson. These clinics are expected to provide primary care, laboratory,
radiology, and mental health services.

The USO of Greater Houston is working in conjunction with the Greater

New CRSC Guidance Released The Defense Department finally issued the long-awaited new rules for
processing of Combat-Related Special Compensation (CRSC) applications.
Effective January 1, 2004, this instruction replaces the guidance
introduced last year. The major change is expansion of eligibility to
include all combat-related disabilities. Previously, only disabilities
rated at 60 percent or higher or disabilities associated with a Purple
Heart could qualify. Also as a result of the new legislation, CRSC
payments will include compensation for dependents, as applicable.
The new guidance addresses two previously unresolved issues-namely,
Special Monthly Compensation (SMC) and compensation for Individual
Unemployability (IU). Both issues will be assessed after the Services
have determined which of the applicant's disabilities are deemed
combat-related.
In the case of SMC, the Services will have to resolve whether any of the
combat-related disabilities constitute the grounds for the Special
Monthly Compensation award. To make these determinations, the CRSC
processing branches will be assisted by the Department of Veterans
Affairs. The VA will provide descriptions of SMC criteria and will
provide counsel in unusual situations.
Individual Unemployability determinations will be based on the retiree's
overall combat-related disability percentage. If the Services award
CRSC at 60 percent or greater, and the applicant also has been
determined by the VA to be unemployable, then CRSC will be paid at the
100 percent rate, retroactive to January 1, 2004, as applicable.
Retirees eligible under both concurrent receipt and CRSC criteria will
have to choose between the two forms of compensation. Recipients will
have the option of changing their election on a yearly basis, so as to
choose the more advantageous option, as concurrent receipt payment
amounts will increase each year for the next 9 years. The Defense
Finance and Accounting Service (DFAS) is in the process of developing
this election system. Applicants also have the option of authorizing
DFAS to automatically pay whichever amount is higher.

Calling card program helps troop stay in touch. Any American can
help troops call home, according to a recent announcement by the
Department of Defense. The department has authorized the Armed Services
Exchanges to sell prepaid calling cards to any individual or
organization that wishes to buy cards for troops who are deployed.
The "Help Our Troops Call Home" program is designed to help service
members call family and friends while deployed for Operation Iraqi
Freedom and Operation Enduring Freedom. The prepaid calling cards may be
bought for an individual at his or her deployed address or for any
service member deployed
or hospitalized. The exchange services will distribute cards donated to
"any service member" through the American Red Cross, the Air Force Aid
Society and the Fisher House Foundation.
The great thing is that the cards never expire, and there are no added
charges or connection fees.

Every operating day this season were are inviting the military and their
families to come to the park for our opening ceremony. All military
personnel are required to be in their Class A's for about 30 - 45
minutes for a meet and greet at the front gate at opening.
They are then taken to our VIP Lounge so that they can change cloths and
be able to play in the park with their families. This is at NO cost to
them or their families.
They are allowed to park in our employee parking so their is also no
cost for parking. We will also give them a meal card that allows them

Overseas Mail Delays Something as simple as adding the name of
the destination country to an
address can delay the delivery of mail to service members overseas. By
writing "Iraq" or "Kuwait" on a letter or package it is routed through
civilian mail channels rather then military ones. Significant delays
in mail delivery can be attributed to the sorting machine's inability to
discern whether or not the letter is intended to reach an Army or Fleet
Post Office address. To alleviate this situation, senders need to
follow the latest rules for the military postal service. They can be

HOUSTON MILITARY AFFAIRS COMMITTEE MEMBERSHIP
DRIVE
The Houston Military Affairs Committee is conducting its annual
membership drive.
The Houston Military Affairs Committee was formed in 1931 as part of the
Chamber of Commerce and is now an independent 501-c-3 non-profit
organization. HMAC is a member of the Greater Houston Partnership.
HMAC is dedicated to supporting the military and veterans in the greater
Houston area. This is accomplished by conducting the Annual Armed
Forces Day Military Ball as a benefit to support the USO which helps our
servicemen locally and in transit at our two airports. We are resuming
ROTC/JROTC awards, as well as serviceperson-of-the-year awards to honor
our outstanding active, reserve, and guard enlisted personnel. We
support the Veterans Museum in Texas which is an exciting project to
honor our veterans. Members of the committee are active in the
Ellington Field Task Force to keep the 147th Fighter Wing and establish
a Joint Reserve Base.
